Abstract
The main problem of this research is the organizational effectiveness at the Regional Office in Bekasi has not proceed optimally. This is thought to occur because of the restructuring of the organization and use of the information technology has not been effective. This research apply descriptive and explanatory survey method as an approach in gathering information from respondents by using a questionnaire. It is intended to test the rational answer explaining the phenomena which become the actual problem by using Structural Equation Modeling analysis. The descriptive result of the research shows that organizational restructuring and the use of the information technology performance improvement Regional Office in Bekasi. However, in the organization has not totally concern to the dimension of restrukturing of the organization and use of the information technology. The research results simultaneously indicates that the restrukturing of the organization and the use of the information technology make a great and significant influence to the organizational effective of the regional offices in the city bekasi which is 71.4%, with 28.6 % of epsilon. It means that the effectiveness of the organizations has been influenced by the restrukturing of the organization and use of the information technology. The partial restructuring of the organization have an impact on the effectiveness of organizations by 37.8%. Dimensions that affect the greatest to the smallest of the effectiveness of the organization in order are the dimensions of the task amounted to 7.5%, the dimensions of the organizational structure at 7.0%, the technological dimension of 6.7%, 6.9% dimensional strategy. human resources dimension by 4.3%. Furthermore, use of the information technology influences the effectiveness of local service organizations in Bekasi by 33.5%. Furthermore, the dimensions of job characteristics influenced by 0.065 or 6.5% against the conformity variable dimensional characteristics of information technology while influential technology by 9.2%, the impact on the performance dimensions of 10.8%, and the dimensions of expediency effect of 7.0%. The conclusion of this research result shows that the restrukturing of the organization and use of the information technology, both simultaneously and partially, has empirical contribution to the the organization and use of the information technology is supposed to be used as an indicator which expectedly can totally improve the organizational effectiveness. Keywords : Restructuring Of The Organization, The Use Of Information Technology Organizational Effectiveness ABSTRAK Permasalahan pokok dalam penelitian ini ialah belum optimalnya efektivitas organisasi pada Dinas Daerah di Kota Bekasi. Hal tersebut diduga terjadi karena restrukturisasi organisasi dan penggunaan teknologi informasi belum berjalan efektif. Metode yang digunakan dalam penelitian ini ialah metode descriptive dan explanatory survey sebagai upaya mengumpulkan informasi dari responden dengan menggunakan angket. Penggunaan metode tersebut dimaksudkan untuk menguji jawaban rasional sehingga dapat menjelaskan fenomena yang menjadi masalah, dengan model SEM (sem analysis). Hasil penelitian secara deskriptif menunjukkan, restrukturisasi organisasi dan penggunaan teknologi informasi memberi kontribusi terhadap peningkatan efektivitas organisasi Dinas Daerah di Kota Bekasi, meskipun masih belum sepenuhnya memperhatikan dimensi restrukturisasi dan dimensi penggunaan teknologi informasi. Hasil penelitian secara simultan menunjukkan, bahwa restrukturisasi organisasi dan penggunaan teknologi informasi memberi pengaruh yang besar dan signifikan terhadap kinerja organisasi Dinas Daerah di Kota Bekasi yaitu sebesar 71.4% sedangkan epsilon 28.6%. Hal ini mengandung makna bahwa efektivitas organisasi dipengaruhi oleh restrukturisasi organisasi dan penggunaan teknologi informasi. Secara parsial restrukturisasi organisasi memberikan dampak terhadap efektivitas organisasi sebesar 37.8%. Dimensi yang mempengaruhi paling besar sampai terkecil terhadap efektivitas organisasi secara berurutan adalah dimensi tugas sebesar 7.5%, dimensi struktur organisasi sebesar 7.0%, dimensi teknologi sebesar 6.7%, dimensi strategi sebesar 6.9%. dimensi sumber daya manusia sebesar 4.3%. Selanjutnya penggunaan teknologi informasi memberi pengaruh terhadap efektivitas organisasi dinas daerah di Kota Bekasi sebesar 33.5 %. Selanjutnya dimensi karakteristik pekerjaan berpengaruh sebesar 0.065 atau 6.5% terhadap variabel penggunaan teknologi informasi sedangkan dimensi karakteristik teknologi berpengaruh sebesar 9.2%, dimensi dampak terhadap kinerja sebesar 10.8%, dan dimensi kemanfaatan berpengaruh sebesar 7.0%. Simpulan hasil penelitian ini memperlihatkan bahwa restrukturisasi organisasi dan penggunaan teknologi informasi secara empirik memberikan kontribusi terhadap efektivitas organisasi dinas daerah di Kota Bekasi, baik secara simultan maupun parsial. Dengan demikian restrukturisasi organisasi dan penggunaan teknologi informasi diharapkan dapat dijadikan sebagai variabel yang dapat memperbaiki efektivitas organisasi secara keseluruhan.
