Abstract
This research is motivated by the condition of employee performance at the Center for Standardization and Industrial Services for Materials and Technical Goods (B4T) in Bandung City, which has not been fully optimal. This is reflected in the achievement of Test Result Reports (LHU), which experienced a decline, as well as fluctuating levels of employee punctuality. This condition is presumed to be related to work motivation issues, namely the suboptimal provision of recognition from supervisors and the unequal access to self-development opportunities, as well as work discipline issues characterized by inconsistent firmness of leadership in addressing violations and the non-uniform implementation of sanctions across all work units. Based on these problems, this research aims to determine the general overview of the institution, to determine the condition of work motivation, work discipline, and employee performance, to determine the extent of the influence of work motivation on employee performance, to determine the extent of the influence of work discipline on employee performance, to determine the influence of work motivation and work discipline jointly on employee performance, as well as to determine the obstacles and efforts made in improving work motivation and work discipline at the institution. To achieve these objectives, this research employs a quantitative method with a causal associative approach. Data were obtained from B4T employees using a sampling technique commonly used in social research. Data collection was carried out through questionnaires, direct observation, and interviews, then analyzed using descriptive analysis and multiple regression analysis with the assistance of statistical data processing software. The results of the analysis indicate that work motivation, work discipline, and employee performance are generally in a good category. Partially, work motivation does not yet show a significant effect on employee performance, while work discipline is proven to have a positive and significant effect on employee performance. Jointly, work motivation and work discipline have a significant effect on employee performance, with work discipline proven to be the more dominant factor compared to work motivation in influencing employee performance at B4T Bandung. During the course of the research, several obstacles were identified, including the provision of recognition and appreciation from supervisors that was considered not yet optimal, inconsistent employee attendance, and firmness of leadership in enforcing disciplinary rules that had not been consistently implemented. To address these obstacles, the institution has made several efforts, including improving the provision of recognition to employees more equitably, strengthening the attendance supervision system and time discipline coaching, and applying sanctions more consistently and fairly to all employees, so that employee performance is expected to improve optimally and sustainably.
