Abstract

This study aims to determine the implementation of the Policy on Tracing Vehicles Not Undergoing Re-registration (KTMDU) in optimizing the revenue collection of motor vehicle taxes at the Regional Revenue Management Center of Bandung Regency II Soreang. The policy implementation approach model used in this study is Hoogerwerf’s policy implementation approach model (1983:168). The research method used in this study is a qualitative method with TOWS analysis. In-depth interviews and observations are the data collection methods used in this study. A literature review on public policy and the content of the policy on tracing vehicles not undergoing re-registration serves as a guideline in analyzing this research. The results of the study explain that by using Hoogerwerf’s policy implementation approach model (1983:168), the implementation of the policy on tracing vehicles not undergoing re-registration is considered quite good; however, the potential distribution is not yet maximized due to limited budget funds, which restricts the Regional Revenue Management Center of Bandung Regency II Soreang in recruiting KTMDU (Vehicles Not Undergoing Re-registration) tracing officers, thus the KTMDU tracing area cannot be fully reached. Recommendations related to the KTMDU tracing policy are: Officers should be recruited based on the distribution area of KTMDU so that they are more familiar with the terrain and improve the effectiveness of the tracing, and KTMDU tracing officers should coordinate with the sub-districts and villages in the KTMDU distribution area to empower the local Rt/Rw, so that tracing in the area can be carried out more effectively.
