Abstract
Banjar s strategic position as the gateway of western Java in the south bordering Central Java and is located in the southern cross that connects Jakarta - Bandung :. Banjar and big city city in Central Java and East Java, is a condition that should be utilized optimally that is Banjar Should strive to be a transit city that can drive the city of Banjar as a city of Trade, services and Industry. Banjar s current economic activities are agricultural-based economic activities such as plantations, fisheries, live stock,foresty. Thefuture economic activity can be developed as apotential economic potential. As an agropolitan, Banjar city economic activities have the opportunity to develop a broader field of agriculture-based business (agribusiness), such as agro-industry, agricultural services, agro-tourism and collection and distribution of agricultural products . Development of agricultural activities as an economic base can make the city of Banjar into the economic center of East Priangan region while maintaining the culture of mutual cooperation and communityparticipation, on the other hand can m9dernize but still maintain the beauty and balance of the ecosystem. In an effort to support the economic development plan of Banjar city that combines elements of local conditions with modern economic development, the government needs to take concrete steps in supporting the economic progress. So step service and the provision of facilities that can encourage the investment climate and economic growth for the more excited is to provide services in an integrated business licensing sector is needed. So that economic actors have no difficulty in ' developing their q,.usiness because they get legal certainty in the form of legal formal business license. This has an impact on the increase ofpeople s welfare, as well as.for the government will be more spur Revenue Region. To follow up the above mentioned is the improvement of economic growth that menselaraskan economy that has local characteristics with the development of the global economy, then one of the government s step is to improve services for business actors byproviding business licensing services integrated in one door. In orderfor officers and business actors to understand the technical implementation, the Mayor should establish a Mayor Regulation on the One Roof Integrated Service Guideline.
