Abstract
The central issue in this study is the quality of public services suspected cause is strengthening the role of bureaucracy that can improve the quality of public services are carried out in the region Sebatik Nunukan North Kalimantan. There are still a lot of problems or phenomena that occur in connection with the role of the bureaucracy that has implications for the quality of public services. Thus the problem is formulated question H how to strengthen the bureaucracy in improving the quality of public services in the border region between Indonesia and Malaysia, especially in the region of North Borneo Sebatik Nunukan. The method used is descriptive analysis with a qualitative approach, as for the informant used purposive determination techniques with the details as follows: regent; Consulate Tawau; Members of Parliament; Community leaders; The Head of Department; The sub-district and community leaders and NGOs. The results obtained that the role of the bureaucracy is seen with five core strategies have not been so strong, it is still faced with the issue of the competence of personnel and institutions that have not been able to improve the quality of public services. Thus the issue of strengthening the role of bureaucracy in the region has a complexity that is typical Sebatik as the state border areas that require special treatment in the management of governance, including in the context of improving the quality of public services. So as to strengthen the role of bureaucracy in public in improving the quality of Sebatik region associated with the five core strategies required the addition of core competence and authority of local bureaucratic organization within the scope of capacity building that would pay attention to local wisdom.
