Abstract

This study is based on the problem of policy implementation that has not been implemented effectively in realizing the Primary Education in Bandung Area. The method used in this study is descriptive analysis with qualitative approach. It is aimed to discover or develop or describe in detail about the implementation of compulsory education in Primary Education Bandung. The data collecting used in qualitative research is observation, interview and documentation. The collected data is the analyzed by Miles and Huberman interactive model. The result shows that the dominant factors that influence the implementation of compulsory education policy in Primary Education Bandung can be seen from content of policy in which the government as the implementer can optimize the performance through school party in building and realizing smart society and free of illiteracy and increasing the number of elementary and junior high school graduates. The problem factors are gap coordination between Department of Education, Youth and Sport in Province and in the city. Other factor is that the society of misunderstands the term of “school free of charge”. Based on the behavior of policy maker and implementer in government institution, the result shows positive attitude and support the implementation of compulsory education policy in Primary Education. In the context of implementation, where the authorization, concern and actor strategy the governor as the supreme leader in West Java Province has moral responsibility in the implementation of compulsory education. Therefore, compulsory Education in Primary can be a benchmark of the performance in West Java and especially in Bandung. The strategy to streamline the policy implementation in realizing the primary education in Bandung both in the Content of Policy and in the context of implementation is by building the social an economy of the society, service consideration, indiscrimination, socialized, in accordance to constitution 1945, nationality, precise target and straight forward. Another strategy is the ability to give education to the people with good and reliable quality. Besides that, the ability to create modern education climate and have future vision. Therefore, the education will be reliable. Keyword : Policy Implementation
