Abstract
Based on the findings of the observation that the policy of the Family Hope Program (PKH) in Subang Not Operate implemented optimally. It certainly occur changes enough significant in aspect service and development both directly or indirectly in increase the degree of Public Welfare, so that the whole is still required Operates Maximum handling. Methods used is descriptive analysis, while type approach in this research is qualitative. The qualitative approach used in this study is case study institutional model. Qualitative research as procedure which produces descriptive data in form of words written or verbal from some person and behavior can be observation. Qualitative method selected with consideration that this methods can be expected obtained true data and capable examine research problem in deep so can obtained result hoped. Implementation Strengthening Institutional Capacity of Family Hope in realize the Family Welfare in Subang Regency not running operational effectively, this ineffectiveness will disrupt as well as impacting to increase in tackling poverty all at once for developing policy in protection social for society and specially related with improvement in field of Education and Health for poor communities in Subang. There are factors that cause strengthening Institutional Capacity of the Family Hope Program in realize the Family Welfare in Subang regency not running operational effectively which see from factors critical system is still there is a data validity level that the less accurate, while from factors critical organization see presence of rotation employee At Local Government in Subang regency especially the Social Department that is inconsistent with competence so coordination become stagnant and ineffective, which finally occurred unfinished Implementation PKH, from individuals Critical factors because low quality of Human Resources from d PKH participants. Based on the resuld of SWOT analysis, selections of addressed priority issues maximally should be done such as PKH program (hope family program) must use constantly update poverty data and use comparison data as check and balance, PKH program mechanism id not in line with the implementation of PKH program in Subang District, lack of participant skills to develop business in order to increase income so as to improve the standard of living, the reduced number of RTSM in the implementation of PKH program without the replacement of PKH participants according ti the established quota can be overcome if the problem of data collection has been improved. And prospective new PKH participants can be found and proposed to be PKH participants. Key Word : Policy of the Family Hope Program (PKH) increase the degree of Public Welfare
