Abstract
A primary issue in this study is the effectiveness of employees working at the Regional Secretariat of Banjar low. It is anticipated by the human resource development that has not run optimally. The method used by the researchers is explantory survey using pendekan quantitative methods is according Singarimbun (1982: 4), that "research Explanatory (explanation) or confirmatory research highlights the relationship between research variables and test hypotheses or testing research that has been formulated sebelumnyd '. understanding of the above explains that the explanatory survey method in addition to describing the portrait of the object being studied, also explains the relationship between variables, to test the hypothesis, make predictions and implications of the problem studied. Simultaneously Human Resources Development gives considerable influence and significant impact on the effectiveness of employee Regional Secretariat Banjar is 61.8%. This implies that the Human Resources Development at the Regional Secretariat of Banjar quite decisive in improving the effectiveness of the employment. The study also found that there are other variables outside the Human Resources Development who participated affect the effectiveness of employee Regional Secretariat Banjar that is equal to 38.2%. Partially Human Resources Development is measured through dimensions to appreciate differences in the ability of human resources, providing equal opportunities to excel, provide equal opportunities in the development of the ability to work, to grow and develop the ability to cooperate and dimensions equal treatment in career development big influence on effectiveness pasa employee Regional Secretariat Banjar. The dimensions are on the most impact on the effectiveness of the employee is the dimension of equal treatment in career development that is 30.9%. While the dimensions of the small effect is the dimension to appreciate differences in the ability of human resources is 0.6%.
