Abstract

The main problem in this research is Strengthening the Professionalism of Council Members in the Bandung City Regional People's Representative Council as seen from the legislative, budget and supervision functions that have not run optimally. The research method used by researchers is descriptive analysis with the type of approach being qualitative. Descriptive analysis is intended as a method that describes a situation that was taking place at the time the research was carried out. Meanwhile, research with a qualitative approach is intended as a research procedure that produces descriptive data in the form of written or spoken words from people and observable behavior. Implementation of the professionalism of council members in the Bandung City Regional People's Representative Council. In their duties, both in legislative, budget and supervisory functions, members must be neutral from the influence of all groups and political parties and not be discriminatory in providing services to the community. In practice, the members of the council in the Regional People's Representative Council of Bandung City still have many shortcomings in terms of legislative, budget and supervisory functions where the results of their work are not in accordance with the targets that have been set so that it can hinder the smooth service to the community, besides that there is still no soul as a member The council thinks that it follows work habits by having different shapes and patterns and not respecting accuracy. In his work. Strengthening the professionalism of council members in the Bandung City Regional People's Representative Council can be 2 seen from the functions of legislation, budgeting and supervision which are built from six characteristics, namely must be experts, able to be independent, responsible for their work, able to show that they are professionals, adhere to professional ethics and maintain good relations with clients (the community) have not been running optimally. This means that empirically it shows that although employee professionalism has been implemented based on the professionalism characteristics of council members and has been determined by the Bandung City Regional People's Representative Council, operationally it has not fully run optimally so that it has implications for organizational goals. . Characteristics of being able to show that he as a professional is doing well. Meanwhile, the characteristics of maintaining good relationships with clients (community) have not contributed well.
