Abstract
Globalization has led to a new shift in the phenomenon of international relations, where the state is no longer the main actor in achieving its national interests. This development occurs because of national interests that cannot be fulfilled independently. To achieve its interests, a cooperation between city or regional governments is carried out, this cooperation is framed in the Sister City cooperation. Bandung, which is one of the cities in Indonesia that has succeeded in conducting Sister City, one of them is the Seoul Metropolitan City in the tourism and culture sectors. This research will focus on explaining the development of Sister City, Bandung city and Seoul Metropolitan city in the cultural and tourism aspects. In this study the authors used a descriptive-explanative method by conducting direct interviews with the Bandung City Cooperation Section Staff, Bandung City Culture and Tourism Service Staff and also using secondary data and other relevant sources. The results of this study indicate that the Bandung City Government has a sister city collaboration with the Seoul City Government in the field of culture and tourism through Little Bandung, Little Seoul and the Seoul Friendship Festival. This is very helpful in the interests of managing the exchange and development of culture and tourism that has been successfully carried out by the city of Metropolitan Seoul.
