Abstract
Target of development is to improve prosperity of society, good of prosperity having the character of absolute which enjoyed by every society group and individual, and also prosperity having the character of relative in meaning generalization of justice or prosperity. Theoretically, absolute prosperity can be quickened to through efficiency as method. Meanwhile, prosperity relative or justice earn in acceleration through more earnings distribution flatten.
