Abstract

Polri as a civil servant must act as a public servant because an orderly administrative process must follow the criminal law enforcement process. Neglecting the organizational standards has consequences for the quality of the subsequent law enforcement process. Both at the level of investigation by the Police, prosecution by the General Prosecutor (JPU), and at the judicial level by the Judge in the event of deviation from administrative standards including negligence of legal obligations in the administration of public services carried out by State Administrators. This research uses the descriptive qualitative method. Sources of data used come from primary data sources (interviews with the Head of the Supervision Section of the West Java Regional Police) and secondary data sources (books, articles, scientific journals, newspapers, and so on). The data collection techniques used was observation, in-depth interviews, and documentation study. Key informants in this study were the Head of the West Java Regional Police General Investigation Supervision Section (1 person) and investigators (5 people). This research shows that several things need to be improved in the internal investigative supervision (Wassidik) section of the West Java Police General Criminal Investigation Division to improve criminal investigation and investigation services.
