Abstract

Kota Tanjungpinang yang strategis memberikan dampak terhadap pendapatan Kota tanjungpinang sendiri, khususnya pada bidang perhotelan. Pendapatan dari Pajak Perhotelan di Kota Tanjungpinang pada Tahun 2013 mencapai 4 Milyar Rupiah. Tanjungpinang memilki jumlah hotel di Tahun 2013 sebanyak 39 buah hotel dengan tingkat hunian kamar hotel rata – rata adalah 1,32 dalam satu tahun dan jumlah kamar mencapai 1398 kamar. Namaun dalam perkembangannya Pertumbuhan pajak Hotel juga cendrung mengalami penurunan yang signifikan di Tahun 2013 yaitu dari 41,4% menjadi 7,2%. Dilihat dari jalan sebagai bagian dari mobilitas pergerakan khusunya berkaitan dengan obyek wisata Kota Tanjungpinang memiliki panjang jalan yang bertambah hingga Tahun 2013 dimana total panjang jalan keseluruhan Kota Tanunginang adalah 294,24 km. Permasalahan dari penelitian ini adalah sektor hotel belum mampu menyerap pendapatan perhotelan dengan baik. Hal ini dapat diketahui dari rata – rata pertumbuhan kontribusi dari pajak Hotel sendiri adalah 5,078% dan rata – rata pertumbuhan pajak hotel adalah 22,1%. Tujuan penelitian ini adalah (1) untuk mengetahui pengaruh pajak hotel, pajak jasa hotel, jumlah hotel, PDRB dan penduduk terhadap Pendapatan Asli Daerah selama kurun waktu 2005 – 2013 (PAD) (2) untuk mengetahui pengaruh jumlah hotel, jumlah kamar, akomodasi hotel, jumlah obyek wisata dan panjang jalan terhadap Tingkat Hunian Kamar selama kurun waktu 2005 – 2013 (3) untuk mengetahui peran setiap Kecamatann dalam Peningkatan Pendapatan Asli Daerah (PAD) Kota Tanjungpinang melalui Kegiatan Perhotelan. Analisis yang digunakan dalam penelitian ini adalah analisis deskriptif kualitatif yaitu dengan metode Regresi Panel Data. Berdasarkan hasil analisis bahwa pajak hotel, pajak jasa hotel, jumlah hotel dan penduduk memiliki signifikasnsi dalam peningkatan PAD. Panjang jalan dan akomodasi hotel memiliki nilai sginifikansi dan nilai sensitifitas tinggi dalam peningkatan Tingkat Hunian Kamar. Kecamatan yang memiliki peran dalam peningkatan PAD dengan nilai paling sensitive yaitu Kecamatan Bukit Bestari dan Kecamatan Tanjungpinang Barat. The problems of this study is the hotel sector has not been able to absorb revenue with good hospitality. It can be seen from the average - average growth in the contribution from its own hotel tax is 5.078% and the average - average growth was 22.1% hotel tax. The purpose of this study were (1) to determine the effect of taxes, taxes hotel services, the number of hotels, GDP and population of the region income during the period 2005-2013 (PAD) (2) to determine the effect of the number of hotels, number of rooms, hotel accommodation , the amount of tourism and the path length of the room occupancy rate during the period 2005 - 2013 (3) to determine the role of each Kecamatann in Increased revenue (PAD) Tanjungpinang through Hospitality Event. The analysis used in this research is descriptive qualitative analysis with panel data regression methods. Based on the analysis that the hotel tax, hotel tax services, the number of hotels and residents have signifikasnsi in increasing PAD. Long road and hotel accommodation have sginifikansi value and the value of high sensitivity in an increase in room occupancy rate. Districts that have a role in increasing the value of the most sensitive PAD with the District and the District of Tanjungpinang Bestari Hill West.
