Abstract
ABSTRACTION State of Indonesia have very big potency in Small and Medium Industry area (UKM). This matter is caused to the number of society which is its life depended from small-scale business which they run to fulfill requirement of everyday life. Small and medium industry in Indonesia have very dynamic strength factor and can strengthen x'self, so that can lessen the amount of poorness in Indonesia. In general, quality of from Small and Medium Industry product still lower, so that its price even also still lower from quality of big effort product and result of import. This matter because of limitation from fund, equipments of production, less management organization and human resource and also knowledge in technological usage. This matter draw attention government to give special attention to problem of Small and Medium Industry in Indonesia by join cooperation with Germany. Target of this research to know, to descries and to eksplor which in releasing by Federal Republic of Germany (RFJ) in assisting governance of Indonesia to increase the quality of Small and Medium Industry product in Indonesia. Besides to know and comprehend and also to descries how institutes contribution and Federal Republic of Germany to Small and Medium Industry development to government in Indonesia in this time. While or benefit usefulness of this research can be expected by good for adding knowledge of International relation science development, its concerning International Political and Overseas Politics. Practically, this research is expected can good for and be of benefit to all middle and small entrepreneur in Indonesia in developing human resource and improve quality and also Small and Medium Industry productivity in Indonesia. Descriptive Method and the Historical Method depictedly and analyse phenomenon which underway which in this case relation of commerce Indonesia-Germany. That relation of this commerce is conducted chronically and effective is improved Small and Medium Industry productivity in Indonesia, with marked progressively with quality of human resource in Indonesia. With the result test inferential hypothesis that relation of commerce which have been agreed and conducted by both of state represent effort in improving Small and Medium Industry productivity in Indonesia with prospect which is fair enough with quality of result of good productivity.
