Abstract

Poverty is not something that stands on its own, but realized as a result of the interaction between the various aspects that exist in people's lives, as a multidimensional problem that poverty reduction should be solved holistically from all aspects of human life, having regard to the factors pengambat implementation i.e. tractability of the problems, the ability of statute to structure implementation and Non Statutory variables affecting implementation by Mazmanian and Sabatier, this research is a research eksplanatori by using the methods of the survey. The survey is conducted to the heads of poor households recipient poverty as a member of the Karimun Regency samples in the riau Islands province. The results of research to find the causes of the ineffectiveness of the implementation of the poverty reduction policy of the coastal region and the border in the Riau Islands Province Karimun Regency quantitatively tractability of the 33.3% followed by problems of Non Statutory variables affecting implementation 32.2% and ability of statute to structure implementation 43.5% with an average of 49, 7% third indicator of the deepened and expanded note that financial resource allocation be inaccuracies the biggest issue of the ability of statute to structure implementation the implementation of poverty reduction policies of the coastal region and the border Counties Karimun, Riau Islands Province tractability of the dominant problems are due to the poverty level of the technical difficulties encountered due to economic factors and a lack of earnings as well as the Non Statutory variables affecting implementation that does not support with low public support against the policy did not play an active role helping the Government to achieve the success of improving the welfare of the poor, the existence of the phenomenon of imperfect Implementation and new dimensions of empowering people and local wisdom in the implementation of poverty reduction policies of the coastal region and the border Keyword: Policy implementation and Poverty reduction
