Abstract
Legislative Council of Cirebon City has a strategic role in realizing the effectiveness of the delivery of local government in the Cirebon City. To carry out that role, Legislative Council of Cirebon City has three functions namely the function of preparation of local regulation, budgeting, and controling in order to realize effective check and balance with the executive (local government). Nonetheless, Legislative Council of Cirebon City has not been able to carry out these three functions effectively because many inhibiting factors that cause it. This inhibiting factors can be classified into four factors : environmental conditions, Inter-organizational relationship, available resources, and characteristic of the implementing agencies. The existence of inhibiting factors that led to the implementation of decentralization policies through the implementation of regional autonomy, particularly in the implementation of the functions of Legislative Council of Cirebon City, has not succeeded in realizing political equality, local accountability and local responsiveness.
